As of July 15, 2021, there is a "Life Partnership Act," which allows same-sex unions to be officially registered as civil partnerships. The nationality and citizenship of the partners do not matter.
Not surprisingly, in just a year and a half dozens of same-sex unions have been registered in Montenegro, most of them between foreigners.
🏳️🌈 Upon registration, a marriage certificate is issued, which receives a judicial apostille and, if necessary, a translation into the foreign language the couple needs. Countries that have legalized same-sex unions recognize such a document. If one partner has citizenship or a residence permit in such a country, the mechanism of legalization of the other on family reunification is activated.
